This Civil Engineering I position is part of the Development Services and Stormwater Group in the Larimer County Engineering Department. The team is relatively small and is responsible for a wide variety of duties often on deadline and in coordination with other groups, departments, or customers. Therefore team members require broad skills in numerous engineering related areas, ability to self-direct, a cooperative attitude, and excellent communication and coordination skills. 


The major areas of work include: 

  • Performs engineering / technical review of various land use and development proposals for both public and private projects within Larimer County. This includes providing feedback at concept-level meetings, and review of construction plans and technical reports prepared by civil engineering consultants for conformance with County engineering policies, design standards, and land use regulations (such as traffic, site layout, grading, road design, stormwater drainage design, and erosion control).
  •  Performs engineering / technical review of various floodplain development proposals for both public and private projects within Larimer County for conformance with County, State and Federal floodplain regulations.
  • Help facilitate administration of the Municipal Separate Storm Sewer System (MS4) permit program.
  • Writing technical review comments, and presenting engineering related county positions at Board of County Commissioner and Planning Commission meetings. The position interacts with and assists applicants, and works closely with the Community Development Department on a variety of issues. Once projects are approved, the position also oversees development construction.
  • Serves as technical resource to public, consultants, developers, County Boards, County Staff, and others.
  • Reviews plans, technical reports, utility plans and design data submitted and prepare written comments regarding development proposal for compliance with existing Larimer County standards and general engineering principles for site development, street design, stormwater drainage and other applicable policies, codes and regulations.
  • Attend televised public hearings and various coordination and review meetings on behalf of the Larimer County Enginering Department.
  • Assists in the development, refinement or revisions of standards, policies and/or procedures.
  • Interprets and enforces County ordinances and appropriate state and federal laws, codes and regulations.
  • Researches and responds to citizen inquiries concerning access, drainage, grading, floodplain, or stormwater discharge.
  • Performs field inspections of various engineering or development related projects to monitor progress and ensure conformance to plans.
  • Coordinates with other departments and agencies to facilitate project implementation and compliance with standards.
  • Reviews plans and reports for compliance with County erosion control and water quality standards.
  • Develops design plans, perform engineering calculations, write specifications, and prepare cost estimates for various engineering projects.

Knowledge, Skills, & Abilities:

  • Standard principles and practices of Civil Engineering as applied to public works or civil engineering.
  • Basic methods, materials and techniques used in the construction of private development, public works and utilities projects.
  • Make moderately complex engineering computations and check, design and prepare engineering plans, studies, profiles and maps.
  • A broad knowledge of civil engineering practices and principles, street design standards, drainage designs and development review processes.
  • A general knowledge of basic stormwater quality science, environmental issues, and environmental regulations,
  • A general understanding of stormwater and floodplain management.
  • Analyze scientific data/information regarding environmental issues.
  • Learn County ordinances and appropriate state and federal laws, codes and regulations.
  • Perform duties independently without close supervision.
  • Provide professional customer service to clients and public.
  • Act as an official representative of the County in a professional manner with local, state, and national agencies and organizations.
  • Ability to effectively present information in a public setting to County boards and other groups of varied interests and backgrounds.
  • Communicate clearly and concisely, both verbally and in writing and be persuasive.
  • Be creative in designing solutions to resolve difficult issues.
  • Ability to work effectively and cooperatively within groups of varying perspectives, areas of expertise and interests.
  • Accomplish the assigned workload in a timely manner and meet established performance standards and objectives.
  • Establish and maintain effective working relationships with other County employees, representatives of other agencies and organizations, and members of the community.
  • Ability to use software and business applications, including but not limited to, word processing, spreadsheets, presentation software, GIS software and databases, Autocad and other civil design software. 


  • No prior experience is required.
  • Equivalent to a Bachelor's Degree from an accredited college or university in Civil Engineering.
  • Possession of, or ability to obtain, a valid Driver's License.
  • Engineer-Intern Certification Preferred.
  • An offer of employment is contingent upon the successful completion of a pre-employment drug screen. As marijuana is an illegal substance under federal law, testing positive for marijuana (medical or otherwise) or any other substance for which the county tests, will result in the contingent offer of employment being revoked. A successful completion of the drug screen is defined as obtaining a negative result.
